Dmitri Vladimirovich Savinkov was born in 1969 in Voronezh. He studied at the Voronezh Art School until 1985 under professors V. P. Lyapin and E. M. Romanovskaya, and then at the Voronezh Art College until 1989 under artist/professor A. N. Lavrov. He began exhibiting his works in 1995. In 2000 he completed studies at the Voronezh Academy of Art. That same year he joined the Artists’ Union of Russia.
His works have been published in various books and journals, including:
