Yuri Pavlovich Novikov was born in Tambov in1937. He graduated from the V.V. Potemkin Moscow Municipal Teacher’s Training College from the department of graphic art in 1960. He has been a participant of regional, republican, traveling and international exhibitions since 1965. A member of the Artists’ Union of the USSR since 1970. Some of his works are kept in the Tambov Regional Art Museum. Novikov lives and works in the city of Tambov.
